Del Hunting and Pistols/Pistol caliber rifles

just read this on another site.

Delaware recently passed a law to allow pistol caliber rifles for deer hunting.

The law describes what is necessary to meet requirement for pistol caliber, but makes no mention of the type of actions. (lever, pump, break, SEMI-AUTO, etc)

DNREC is at it again, saying anything is good EXCEPT semi auto.

It no longer specifies allowable calibers, but instead mentions straight wall cartridges between certai lengths:
.357 to .38 caliber with a cartridge case length of no less than 1.25 inches and a maximum case length of 1.82 inches, or in .41 caliber to a maximum of .50 caliber and a maximum case length of 1.82 inches
Unfortunately, that maximum case length puts the 45-70 Gov't just 0.3 inches too long. I was really hoping to use 45-70 in Delaware, but I guess not this time around. I wonder what it would take to get the maximum length amended, or the 45-70 specifically mentioned as allowed.

Also, I don't see DENREC being able to actually take anyone to court over their imposed restriction, given that the law allows for semi-auto use.
